Meet The LSSL Team

LSSL’s senior leadership team consists of managers responsible for the delivery and realisation of the company’s vision on the ground and embedding positive, operational services and productivity in to the local community, through a localised neighbourhood approach.

Paul Murphy

Chief Operating Officer

Paul has over 20 years’ experience working in the public sector and joined LSSL when the company was formed in 2016. Previously within the Company he has provided strategic leadership for the finance, fleet and commercial functions, as well as for the management of its financial and capital resources. Paul achieved a Bachelor of Science in Accounting and Finance from Liverpool John Moores University and an MBA from Chester University, and is a qualified member of the Chartered Institute of Public Finance and Accountancy. Paul now assumes overall responsibility for overseeing LSSL’s business operations, leading key initiatives and projects, and implementing company-wide strategies as well as working in partnership with a number of key strategic stakeholders.

Louise Rice

Head of Business Change, People & Performance

With over 20 years experience in all aspects of Human Resource Management, Louise has a BA Hons Business Management degree and an MA in Personnel and Development. As a Chartered Member of the Chartered Institute of Personnel and Development Louise’s experience covers a full range of HR disciplines including employee relations, training and development, recruitment, organisational design and change and employee engagement. Louise has been with LSSL since the company began in 2016 working as part of the Senior leadership Team, the scope of her role includes providing strategic direction for all Human Resource matters including employee relations, policy development, change programmes and Trade Union relations along with responsibility for overseeing corporate performance and communications and deputising for the Chief Operating Officer.

Danielle Ferris

Head of Finance

Danielle joined LSSL in 2023 and provides strategic leadership for the finance and commercial functions, as well as for the management of its financial and capital resources, including financial planning and budgeting. Danielle achieved a Bachelor of Arts in Business with Finance from Liverpool John Moores University. She is a qualified member of the Chartered Institute of Public Finance and Accountancy (CIPFA) for which she volunteers as Treasurer of the CIPFA North West Region, and has over nineteen years of public sector financial management experience.

Harvey Mitchell

Head of Service for Refuse, Recyling, Parks and Cemeteries

Harvey is a Chartered Member of the Institute of waste management and has worked in Local Government settings for 35 years. He has experience in a wide range of Streetscene services that include waste and recycling collections and disposal, street cleansing, grounds maintenance, parks and highways and bridge maintenance. In his current role he has strategic and operational responsibility for waste and recycling collections, parks and cemetery services and environmental enforcement.

Rachel Lovatt

Trainee Manager

Having worked on the contract for over 10 years for various companies, under LSSL Rachel has been able to develop from Transport Admin to Trainee Manager, allowing herto see both the operational and strategic sides of the business. Currently, Rachel is working back in Transport looking to bring both operational support and strategy together to help grow the business

Matt Dive

Business, Intelligence & Systems Manager

Matt has worked for LSSL since 2016 and has over 15 years’ experience in the provision of public realm services across the city of Liverpool. He has strategic responsibility for the company’s digital transformation and business intelligence functions, ensuring that LSSL has the systems, processes and reporting mechanisms in place to enable the delivery of high performing and customer focused operational services. Matt achieved an MBA from Liverpool John Moores University in 2022 and holds a PRINCE2 practitioner qualification in project management.

Balbinder Garcha

SHEW Manager

Balbinder is responsible for the development and implementation of the LSSL Policy & Procedures. He ensures that our health and safety and environmental standards are communicated across the organisation and compliant with current legislation. Staff wellbeing and the identification of opportunities to improve the workplace are part of his duties.
